National Food Administration, Sweden
The National Food Administration, NFA, is the central supervisory authority for matters relating to food including drinking-water. Since 2009 the NFA is the central agency responsible for national coordination of drinking water issues in Sweden, in particular issues related to climate change and adaption as well as contingency planning and crisis preparedness. The National Food Administration works closely with other agencies in charge of drinking water issues, such as Boverket, Naturvårdsverket, Länsstyrelsen, SKL, Socialstyrelsen and the Swedish Water and Wastewater Association. The NFA has the task of protecting the interests of the consumer by working for safe food of good quality, fair practices in the food trade, and healthy eating habits. Fair practices in the food trade imply that the consumer can rely on the labelling as regards, for example, the composition, weight, keeping qualities and origin of the food (see for example the labelling of mineral water).
Food legislation such as regulation relating to drinking water is in principle harmonized within the EU. The National Food Administration (NFA) takes an active part in the development of new legislation in co-operation with the other EU member states. The Swedish Food Act complements the EC Regulations on drinking water. It also points out the food control authorities and contains provisions on penalties and appeals.
Sweden is divided into 21counties and 290 municipalities. The National Food Administration is responsible at the national level for enforcing the Food Act and regulations issued under the provisions there-of. The County Administrations have responsibility for co-ordinating food control at the regional level and the municipal Environment and Health Protection Committees have responsibility for food control at the local level (including drinking water).
